MISA and the Office for Information Technologies and eGovernment under the Government of the Republic of Serbia Sign a Memorandum of Cooperation
Skopje, July 19th, 2019
Today, the Ministry of Information Society and Administration and the Office for Information Technologies and eGovernment under the Government of the Republic of Serbia have signed a memorandum of cooperation in the field of digitalization.
The Minister of Information Society and Administration, Damjan Manchevski, focused on the importance of digital transformation for improvements in the lives of all citizens, by means of simple tools for access to services they would need.
"The Government's commitments for transparency, efficiency in delivery of services and accountability in the work of institutions are the underlying reasons behind our decision to change the designated websites of the Government and all ministries. This also helps us realize the measure to which we have committed in the Public Administration Reform Strategy, i.e. improved access to institutions for all citizens", noted Minister Manchevski.
As the Minister said, institutions' designated websites have a dated design approach, focus only on news and announcements and are not service-oriented, i.e. offer very few services for citizens. Most often, they do not meet adequate safety standards, are not accessible to people with disabilities and do not provide space for promotion or more in-depth redesign.
The underlying goal that needs to be attained is to make new websites that will be service-oriented and focused on informing citizens about the work of institutions, and that will also increase transparency by means of active publication of strategic documents and public information therein. This implies that websites will not be a place wherein citizens would primarily receive information on ministers' activities, as was the case thus far, but would rather receive information on services they need.
"In this process, we have support from the Republic of Serbia, more specifically from the Office for Information Technologies and eGovernment, which undergo a similar process of website transformation. The Memorandum of Cooperation that we have signed today aims to exchange knowledge and present their concept. The end goal is to create websites that would fully suit the needs of our citizens, by learning from their experience", informed Minister Manchevski.
The Director of the Office for Information Technologies and eGovernment, Mihailo Jovanovikj, stated:
"Exchange of knowledge, ideas and experience, as well as regional connection and enabling electornic services within the region is immensely important for Western Balkan's further development. At the height of the Fourth Industrial Revoultion, the entire region has an opportunity for improved state-of-affairs in the future. This could only be attained if we work smart, if we are reasonable and committed, which, in turn, would enable us to retrieve lost opportunities and ultimately create a better future, based on innovation, knowledge and application of new technologies".
Jovanovikj added that the Memorandum of Cooperation between both countries in the field of digital transformation, signed today, on the one hand is a result of good cooperation between the prime ministers of Serbia and North Macedonia, Ana Brnabikj and Zoran Zaev, and of visible results of the Government of Serbia in the field of digitalization of the public administration and initiation of the "Digitalizing Serbia" project, on the other.
