Public Discussion and Presentation of the Annual Report on Implementation of the PAR Strategy 2018 - 2022

Today, the Ministry of Information Society and Administration organized a public discussion to present the Annual Report on Implementation of the Public Administration Reform Strategy 2018 - 2022. Deputy Minister Aleksandar Bajdevski adressed the public discussion.

"When we initiated preparations and writing of the Strategy and Action Plan over a year ago, our common goal was to finally provide citizens of North Macedonia with quality services, delivered timely, by professional public administration employees, liberated from all political pressure. Thus, we prepared specific documents, with clear activities and measures. In turn, it could easily be monitored whether these documents produce the anticipated results", noted Deputy Minister Bajdevski.

The deputy minister stressed that progress is noted in many parts of the Report, but there is still work to be done to attain all anticipated goals.

"During the first year of implementation, we worked on setting the grounds for reform activities. We completed multiple documents and strategies that act as grounds for public administration reform, we revised existing and worked on preparation of new laws to establish the legal framework. Due to lack of basic data, as well as due to the need to map more specifically the shortcomings and weaknesses in areas covered under PARS, we also prepared new analyses and research cases. In this this regard, we also had major assistance and support from both the civil society sector and the international community", said the prime minister.

According to him, the public administration reform is a process led by MISA, but equal commitment from all involved stakeholders needs to take place for successful implementation thereof.

Deputy Minister Bajdevski focused on the 4 priority areas that are the basis of the RIA Strategy 2018 - 2022: Policy Development and Coordination, Public Service and Human Resource Management, Responsibility, Accountability and Transparency, and Provision of Services and ICT Support of Administration.

The persons in MISA responsible for these priority areas, provided in-depth explanation of activities undertaken thus far, challenges, successes and future plans and steps.

Gordana Gapikj Dimitrovska, responsible for the first priority area, focused on projects such as the new draft-version of the new Regulatory Impact Assessment Report and the new interactive SNERR that should be made available soon, with a view to increase communication between the administration and citizens.

Biljana Nikolovska Zhagar focused on the second priority area - Public Administration and Human Resource Management, and on measures and activities that would improve administration's work. She stressed the development of standards and criteria for the Human Resource Network, and also discussed the proposed Law on Senior Civil Service.

Kristina Dimovska also presented challenges and activities concerning the third area - Responsibility, Accountability and Transparency, wherein, inter alia, she discussed the methodology used to conduct a functional analysis. She also discussed the progress in terms of the Access to Public Information and the Open Data Portal.

Elena Mancheva presented the 4th priority area of the Public Administration Reform Strategy - Provision of Services and ICT Support of Administration. She discussed the process of development of the ICT Development Strategy and the establishment of ICT Council. In the past period, activities within this area included the launch of the first Public Service Hall, where citizens would be able to receive services from 10 institutions. These halls would also be opened in other cities across the country. Moreover, the E-Service Portal would be operational soon.

Participants in the public debate had the opportunity to discuss and ask questions following presentation of the Annual Report. MISA also published the draft-version of the Report on its designated website, which is available to the public for comments and suggestions.
