Draft National Action Plan for Open Government Partnership 2021-2023

The Ministry of Information Society and Administration, in cooperation with the OGP Council, OGP Network for Civil Society Organizations and with the support of the Secretariat for Open Government Partnership, has prepared a draft National Action Plan for Open Government Partnership 2020-2023.

The Republic of North Macedonia has acknowledged results in open government processes. Since joining the Open Government Partnership (OGP) initiative in 2011, North Macedonia has been committed to the need for greater citizen engagement and involvement in the decision-making process, the introduction of higher integrity standards and greater access to technology for all citizens.

The Fifth National Action Plan (NAP) builds on the previous intensity by committing to increasing public engagement and delivering truly transformative solutions. It also recognizes the need for the public sector to innovate, to develop policies that meet the needs of citizens, in response to modern trends.

The new Open Government Partnership Plan for the period 2021-2023 confirms the need to deepen previous commitments and improve their quality. It is aimed at efforts for access to justice, legal empowerment of citizens and promotion of legal protection especially of young people, marginalized groups and women, promotion of public services delivery, continuation of activities related to public disclosure of information about actual owners, opening of new data as well as activities for prevention of corruption and protection of the environment and air pollution. It is expected that there will be real recognition of the results after a two-year implementation period of the commitments determined in this plan, and the citizens will be able to confirm the change.

In order to provide a systematic way of planning and implementation of the consultation process, which will ensure a timely, smooth, inclusive and transparent process of co-creation of the new AP, the manner of implementation of the process of co-creation of the new AP, the NAP for OGP 2021-2023, as well as Procedure for conducting consultations with stakeholders for creation of new priorities and commitments within the OGP process with a time frame was determined in 2020.  Public call for participation in the process of co-creation of NAP for OGP 2021 -2023 and Guidelines for the implementation of a questionnaire for assessment of the measures’ implementation of the NAP for OGP 2018-2020 and the need for their inclusion in the new NAP. Materials resulting from the consultation procedure were also prepared: Public Call Promotion Plan, Educational Material, and Criteria for Assessing Relevance and Relationship to OGP Principles. All documents are available on the OGP portal.

The process of preparation of the fifth National Action Plan for Open Government Partnership for the period 2021-2023 has begun in September 2020, based on a predictable and properly regulated procedure of the co-creation process, in a dynamic and inclusive environment.

3 online informative-educational meetings, 12 online meetings for identification of requirements and problems, analysis of the activities currently undertaken for problem solving, institutions involved, prioritization of measures, workshops for identification and development of commitments as well as over 60 individual meetings for determination and harmonization of proposal commitments, ministerial meeting for OGP and two e-workshops on the topic: Transparency and accountability in the public sector and Governance based on the interests and needs of citizens, which provided finalizing of the commitments that are part of the new action plan, were conducted as part of the co-creation process.
